Mostly short journeys are done. Example 10litre of petrol would allow me to do 25 miles. Is that about right?

25 miles for 10 litres of petrol! Are you sure someone isn't syphoning your tank? That works out at just over 11mpg!!
Either you're driving it like a madman, or it's got a serious problem (more than just engine tuning-related, like a major petrol leak), or your maths is a bit off!
Should do about 35+mpg town, 50+mpg on a run.

Should be doing at least 25 to the gallon, more like 28-30, currently you are doing just over 12 mpg which is in the realms of supercar consumption! I have a 2.3 Volvo T5 estate which does 28 mpg, and a 1.9 peugot 106 diesel which does around 40 mpg. Check your plugs and filters, check your fuel line for leaks, and if you cant find anything wrong take it to a garage.
If after all that it's no different, sell it and buy a TVR, you can have much more fun and do better to the gallon =0)

In mixed use, with a reasonably economic driver, it should be capable of about 45mpg (about 10 miles per litre).
Short journeys, cold starts in winter weather and urban traffic could easily half this.

If you are only getting 2.5 miles per litre, you need to:
1. have the car serviced, check the engine is running properly and the tyre pressures are correct
and/or
2. learn to drive more economically.

50 mpg driving on Motorways/A roads 40-45mpg on b-roads and 35-40 in town.

In combined circuit it should be 37mpg, so, 25 mils in mainly short journeys seems fine to me
