I'm an American who did volunteer work in Tondo for 3 weeks. I didn't think that I'd ever get the stink of Smokey Mountain out of my nose. 70,000 people rely upon scavanging a huge, smoking, stinking, mountain of a dump there to eke out a living. To my surprise, the vast majority of these people are happy, cheerful and healthy. However, my sponsor would not allow me out in the neighborhood after dark ... too dangerous. I lived inside a barbed wired, chained in compound run by The Catholic Church.
I've been to Detroit many times... wouldn't go out after dark there either. By comparison to Tondo, Detroit is Beverly Hills. By American standards, Detroit is run down, depressed and dangerous. The average resident doesn't appear to be anywhere as happy or cheerful as people the in Tondo and they are much poorer. That's IMHO and it's a damned good one.
Flint, MI is even worse than Detroit ,,, been there many times also. It looks like Beruit, Lebanon in America. Still, physically better than Tondo.

Part of Detroit, River Rouge a village is probably compared to Manila's Tondo district. River Rouge (also Ecorse) has many abandoned industrial places, like the Zug Island (the equivalent of Manila's famous 'Smokey Mountain'), steel mills, contaminated rivers and polution. While Manila's Tondo district, it's maybe the same they dump the garbage in the 'Smokey Mountain' and the incineration is done manually low-tech 24/7. Used to be a car manufacturing place decades ago. Tondo is also a port where they carry imported goods from other countries compared to River Rouge and Ecorse.
Grosse Pointe and 'north of the 8 mile' is the safest; in the Metro Manila area the Alabang village in Muntilupa City is the safest. Both cites are corrupt but Manila is a developing city. The mayors are trying to restore Detroit a bit-by-bit.
Consider Cleveland, Ohio: it's also not a good place to live. Every city has a bad neighborhood.

No. I think it is fair to say that Tondo is a stinking cesspool. While, Detroit is a functioning "first-world" city with some economic problems.
The only part of Detroit that reminds me of my time in the suburbs of Manila is when I walk past a Coney Island dumpster that hasn't been collected in a week or so...

I have to say Joey is right about the Flint comment. Often Flint is voted the worst.
And Detroit has TONS of things to do. I go there all the time just because there is so much more to do there than where I live. Hell they even have mini carnivals all over town seasonally. There is always something to do in Detroit. Parts of it are very pleasant places to visit as well.
As any city, it depends what part of town your disicussing.

Check it out... maybe you should do your research before you ask a question. Camden, NJ is the most dangerous city in America, actually.
I lived in Downtown Detroit for 2 years and my boyfriend lived there for 6. I've had more problems with theft since I moved away 2 years ago. Its a beautiful city that is really starting to come around. The RiverFront project has brought a lot of new people downtown. Not to mention that Wayne State University is flourishing in Detroit.
If you don't act like an asshole in Detroit, no one will bother you.

No, and that is very unfair to the residents of Detroit. How could the two even be compared? Obviously you have never been to Detroit and you are just asking this question to seem worldly. Very unimpressed.
That is comparing one ghetto of Manila to a whole city in America. Detroit carried the United States on its back for one hundred years, have a little class and respect.
