Well there is alot of information missing here that would help.
Like which OS are you using, there are many usb/ethernet adapters without the correct drivers for say VISTA.

I have had very poor luck with most of the usb to ethernet adapters I have used. Don't know what brand yours is so can't seem to find it doing a search! You may want to check the manufacturers website for updated drivers. I had a Linksys with this issue. Have had better luck with the USB200M from linksys the the older USB100M.

The best I can tell you is it is a driver issue unless you have a bad ethernet cable!

make sure that the USB is 2.0 and not 1.0. If the device requires power, you may try an external powered hub to give the device enough power to run. If you have too much running on USB it may not have power to run also. Try unplugging all other USB devices and see if it works then.
