There are a host of executive orders, and emergency powers delegated to the president in the event of a national level emergency which can be evoked under a wide and ambiguous set of circumstances. From man made acts of terror affecting only one location, to acts of God, to national communications emergencies, Financial catastrophe, or Civil dis-order. Many of these powers are as a direct result of the Patriot Act I and II. As well as Federal Emergency Management Doctrines dating back to the Cold war.
So to your question "can" the President? In theory yes, and it seems there would be little challenge to any such scenario. Not through the Presidentially hand picked Supreme Court, and definitely Congress. Additionally there could be little to oppose martial law because of the major arms and armament difference between the military or para-military forces/police and the public due to high regulation of military grade assault type weapons. Compliance either forced, coerced, or willing is (in my opinion) expected as tested on several occasions.
Will he? God only knows, though even if he does not; it is important to understand that the stage has been set for any successor to abuse these same mechanisms. Sadly, it seems the last bit of America that existed which wasn't already ravaged by greed and corruption was killed when those towers fell. The illusion of freedom.

There is no allowance for a delay in law. This is not the first time we will be having to change administrations in war, and don't look for any candidates who are currently running to pull the troops out. THAT'S what not going to happen.
Truman committed troops to Korea in 1950, and we are still there. Kennedy sent troops to Vietnam, and they stayed there through Johnson's term and a half, until Nixon brought them home in '72. Clinton put us into Bosnia, where we will be forever.
Elections cannot be delayed or cancelled, they are mandated by the Constitution. Anyone who says there can be a postponement probably flunked Civics.

It's really very funny. Those are left-wing nutcase fantasies that are the same fantasies the right-wing nutcases were trying to sell when Bill Clinton was President - and when it was coming up on time for him to leave office. (Not to mention how Y2K would trigger "martial law"! )
