Yes they should as those are recommended requirements not the minimum requirements which are usually lower.
However if it is a Celeron or Sempron processor then maybe not as those are low end cpu's and the requirements that are given out are for single core P4 or Athlon processors.
Furthermore the fact that those requirements are for single core P4 processors means that a dual core processor with a lower Ghz like 1.8Ghz will work fine as it is better than a P43.0Ghz processor.
More importantly make sure the graphics card is good enough. You don't want to be playing game that you see in adverts with really good looking graphics and then when you play the game, it looks nothing like it because your playing at the lowest settings.

depends on what CPU are you talking about. Are they the same?

2.9GHz Athlon > 3GHz P4
2.9GHz Pentium D > 3GHz P4
2.9GHz Core 2 Duo >>>>> P4, Pentium D, Athlon, FX, X2

It could...but would depend on the game...and i think the rest of your pc specs.
