what does it mean when someone "reads u the riot act"?

It means you've done something wrong, and the other person is going to tell you, in a lot of words, what you did wrong and how you are never to do that again. You know the drill- you crash your dad's car, and he reads you the riot act regarding how to drive. (Dads tend to get carried away, LOL) Or maybe your mom caught you drinking milk from the carton, so she reads you the riot act about what decent people do with milk and glasses and refrigerators. (Moms can get verbose, too)
