Can a portable kerosene heater disperse lead in the area in which it operates?

Lead was added to gasoline years ago to help with the ping in engined. Today there is no lead in it and none what so ever in kerosene. There should not be a problem with lead only Carbon Monoxide

Not likely. I am not sure why you would even be concerned about this. It is possible that the fuel tank is soldered with tin/lead solder but that is absolutely nothing to worry about.
