i think it because people get jealous that us cool polls and surveys people are cooler than them and get lots of points! All those nerds! P & S PEOPLE ARE THE COOL KIDS OF Y.A!!!

new people have some limits to encourage them to come back often, earn more points, and move up in levels to get restrictions relaxed or lifted. This discourages those that would only ask and never answer.
