I'm looking to varnish a painted pvc pipe. I'm not sure if I should even use varnish, I just need to make it scratch and mark resistant.

use clear lacquer. its the same stuff they use on guitars, so its pretty tough, scratch and mark resistant. its best to use a spray lacquer to prevent brush marks. do it thin layers at a time, and you wont get drip marks either. you may want to practice with a spray can first if you havent used one before.

paint and varnish do not adhere well to pvc
as your pipes are already coated try a clear spray on lacquer it may give some level of abrasive protection.
best to keep some touch up paint handy

Varnish is not strictly the substance to use. Poly based or epoxy based substances would better suit your needs. That said; and depending on method of application, and intended use; NONE of the above will PROMISE total resistance.

you can get acrylic sealer in a spray can...
