The original intent of the college of electors was that the citizens of the several States chose people that they trusted and sent them to Washington to choose a President, using their own judgment and decision making skills.

Today, though, the electors are chosen based on strict party lines, and are committed to voting for the candidate they are associated with.

They have never broken with the winner of the popular vote for the area which they have represented. Elections have been won by candidates that did not recieve more popular votes however. I think that it has always done exactly what it was designed to do.
