i like to think of it like this:
two is what percent of eleven
we know that is in math is represented by a equal sign so
two = what percent of eleven
we know that of is represented by a multiplication sign so
two = what percent x eleven
we know that "what" is what we don't know so we can represent that with a variable such as z
two = z percent x eleven
we know that percent means "out of one hundred" which can be represented by divided by one hundred
two = z/100 x eleven
or
2=z/100 x 11 (multiply z/100 by 11)
2=11z/100 (multiply both sides by 100)
200=11z (divide both sides by 11)
200/11=z=18.18%
