A dog or cat is not a toy. Your child must not be allowed to hurt the family pet any more than he is allowed to hurt his baby brother. Children don't know how to act around animals naturally so they must be taught. It's not something they grow out of. A friend of mine had a very tolerant dog who never bit her toddler no matter what the child did. The mother didn't seem concerned about the dogs welfare so she let it go on. The kid learned that dogs don't mind being poked at, hugged until nearly choking or having their tails pulled. One day, the kid wanted to "play" with the rottweiler mix that the new neighbors had in their yard so he climbed the fence and "played" with the neighbors dog the only way he knew how to play with dogs. That little boy doesn't poke his doggie or any other doggie anymore even though he still has eight fingers left with which he could poke a doggie.
The dog was not killed for defending it Self on its owners property.

You should report it. The sad thing is that nothing you do will likely have much of an impact on the situation. Until that child's parents realize that they need to take responsibility to correct their child's behavior it will be more of the same. I hate to see the dog treated like that but the potential for a greater tragedy would be that the dog does finally snap and attacks the child. It's not the child's fault he behaves the way he does. It is the fault of the parents. Both the dog and the child need to be saved from them. Good luck, I know it's a difficult situation.

Reporting them to the animal protection just doesn't sound right....to me.
I am worried about the possible repercussion to the child.
I am sure its the mother that taught the child to smack the dog when it misbehaves. But I will ask you if the life of the dog is more important than a human life?
The best you can do is to get the dog out of the family ASAP!

Legally there is nothing you could do. However you could contact animal control and make a report so that it is on record. If the dog did get mad one day though the animal would still most likely be euthanized. Even if bad parenting is a factor. (and we wonder why the world is so bad and there is so much violence today).

I'm sure I'll get a thumbs down for this, but if he was my child, he would have gotten a spanking. You have to teach your kids to be kind to animals. I wouldn't tolerate an animal biting my child and I wouldn't tolerate my child abusing the family pet.
Edit:
The dog will snap back one day when he gets fed up. Unfortunately, people like that will probably turn around and have him put to sleep for it.

Report it because the mother is responsible for the dogs safety and obviously is letting it be abused! Ultimately she is to be held accountable for the abuse and you are a witness! Please call the animal cruelty folks on her as soon as possible and let them find a good home for this poor pooch!

How do you know these women- family or stranger ?
If Family, have other people involve to warn her of what the consequence might be for her child . and how she might be charged for neglect.--if it happens.
If a Stranger, I will make the call.
