They're easy to culture. First you need a plastic milk jug, well rinsed.
Then, fill 1/3 dechlorinated water and another 1/3 apple cider vinegar.
Then add a few apple slice and get a small vinegar-eel culture. (A fish store or pet store, would try fish store instead, probably has it). Here a few websites to buy it if you can't find it locally: http://www.bettatalk.com/buy_supplies.htm

Next, cover the mouth of the jar with a cloth so that air can go in while insects don't and store it at room temperature.
In a month, hold the jar to a bright light and you should be able to see the eels (barely visible).

To harvest it, pour some through a coffee filter, rinse with tap water, then swish it into the tank. The eels can live for several days.

Good luck

EDIT: the eels can live for several days inside the tank, but inside the jar they can live longer.

First, you need to find a starter culture. This you might have to order online, or see if there's a fish club near you - someone usually has them for their own fish.

All you need is a bottle, some cider vinegar, and apples or apple juice: http://www.skepticalaquarist.com/docs/feeding/vinegareel.shtml , http://www.livefoodcultures.com/vinegareels.html As you can see, the exact proportions can vary, but you want the apple for some food and at least 1/2 of the liquid as vinegar to make the solution too acidic for bacteria to grow.
