Many boys scratch or rub their penis because it is itching. It itches because they do not (or cannot) fully retract their foreskin to daily wash away the waste material called smegma that collects under it. The retained smegma attracts bacteria which set up an infection that makes the penis itch.
This is just one reason why it is so advantageous to circumcise boys. There are many other medical and sexual advantages too.

they dont relly scratch. infac they rub with nails soflty. and not penis they rub (or what yo usay scratch) their balls. there ar emany reson for this
1) bad hygiens and henc e itch( but it is not case for more than 5 %)
2) it feels good and plesurable (80% men do it due to this
3) some men want tease or embarras girls by this(15% guy are in this category) becus e we know girls feel it bad or disgusting. the girls we cant get for sex we want to embarras them so we scrach them and wh yyo ugirls felltha bad.. is that harms you touchy girls

sometimes my vagina itches .. my ears itch sometimes too .. body parts itch sometimes. and alot of the times they arent "scratching their penis" they are re-adjusting themselves im glad i dont have balls, im sure they get stuck to the legs alot .. lol
