I was looking injto buying a 150-watt Tv Transmitter just to play around with, Are their any laws/ Licenses i need to read about in the North American continent about Public Broadcasting?

The Federal Communication Act of 1933 and subsequent actions by the U.S. and Canada limit broadcasting to licensees. If other people can receive it, consider it broadcasting.
Study up and get an Advanced Amateur Radio license in either country. Slow Scan TV is transmitted around 14.230 KHz. The Morse Code test has been eliminated but the test still requires a considerable amount of studying.
