I agree, it does sound stupid, but the concept of it is very similar to black friday. The idea is to create a compelling reason to buy NOW rather than LATER.
Circuit City is raising the bar this year by offering free shipping on any order over $24. For me, that's a compelling reason to buy online today than to go to the store later, buy it myself, schlep it to the UPS store and stand in line to pay overpriced shipping charges.
