Tai Chi is done on wherever, no specific lot. It is very random when a sim does do Tai Chi. You will know when they are preforming it, because they will switch into their workout clothes. I got my memento from following a guy at the Lucky Shrine Park. If you just can't seem to find anyone doing it, go ahead and go home, and then go on another vacation. Sims seem to do Tai Chi, and the local gestures a lot more on your second vacation, to that destination.

That would be the "oriental" vacation area, Takemizu Village. As for the exact lot that has the tai-chi, I'm not sure. I think you can do it on pretty much any of the lots in that vacation area.

takemizu villiage is where the tai chi is performed but if you meet a sim, it could be anywhere, they may already know it. SO, you can learn it without actually having to visit.
