I think that's a terrible idea. It invites too much intrusion into the bedroom. Besdies, 40 percent of pregnancies are unplanned. With pre-qualification, would abortion be mandatory?
p.s. I'm 6 weeks pregnant.

And, what about the males......takes 2 to tango, ya know.
Men are just as culpable for an unwanted pregnancy as a woman. He also made the decision to have unprotected sex.
Nature, however, has provided that the woman is the one who gets pregnant. She and she alone then gets to decide to keep the child or have abortion.
If she decides to keep the child, then the father is responsible to support his kid. No need to go on welfare. If he can hop in and out of bed having relations with women, he can hold down a job somewhere.

I think it's a basic right for people to be able to have children, and no government will ever pass a bill or law that says people have to pass a test before they can get pregnant.
But I agree with you. When I look at some "parents" with children, I wonder why the children haven't been taken away?
I mean, people get banned from owning animals, but they don't get banned from having children - how does that work?
I can definately see where you're coming from though....

How would you regulate this? And a lot of the people who actually need to have a competency test for pregnancy don't have planned pregnancies. This law is impossible to pass, you can't control someone's fertility. Perhaps offering government funded parenting classes would help,

Do you have a book on how to raise kids? There are sooo many things that can and do go wrong, maybe an early parenting class but to make a law in my opinion is not a good idea.

actually yes i do think that sometimes when i see the kinds of people who are breeding but the problem is that if the test get "californianized" most people wouldn't pass and the world would be ran by emotional freak.
