It's generally understood to mean "hugs and kisses".

You realise it's kisses right?

The reason this string symbolises kisses is that it is a pictoral representation of the shape the mouth makes when it kisses, X is a closed mouth with pursed lips and the O is the slightly parted O shaped mouth, put them together and it's a kiss!

It's hugs and kisses. "X" for the two mouths in a kiss, and "O" for the circular arms in a hug.

i just know people use it to symbolize hugs and kisses. . . but it really means nothing to me. . .
