This is pretty much impossible to answer without knowing what the girl is like. We need to know likes, dislikes, hobbies, etc. What grade is she in? Obviously not in 12th like yourself, so I assume 11th. But if you really like her, then you probably can't go wrong with some kind of jewelry. And if this is the last birthday of hers you may participate in, then how about telling her how you feel? Then if she feels the same, you guys have a whole year to figure out how to stay in contact once you graduate.

Also, you're probably better off asking this in the Singles & Dating section of Yahoo! Answers. I really can't see why you'd come here to ask. Good luck dude.

Your time, company, companionship.

Instead of a 'thing', do something with her. The memory will last a lot longer.

Let her know ahead that you would like to do something special with her for her birthday. Ask her what she would like to do. Have her mention a few different things. When you hear something that falls within your budget and is a practical thing that you can do with her, then you can make the plans (reservations etc) to make it as nice and memorable for the two of you as possible. Let her know the time and day in advance so there are no conflicts or disappointments with your reservations. If she wants something simple like seeing a movie, make it special by driving to the nicest theatre that you can find. If she wants a dinner date, find out her favorite dish and take her to the best restaurant that serves it. Present some nice flowers to her when you pick her up.

Hmmmm....oh, I know what she'd like! A boyfriend with enough of an intellect to choose the correct category for his question on Yahoo!Answers, and to be able to spell great big words like "graduate".

You asked this question in the Astronomy & Space section of the Science and Mathematics category.

well if your not gonna see her again, then getting her a birthday present would seem rather meaningless, unless you are trying to fornicate with her, which in this case, could only help your cause. if i were you i wouldnt worry so much as to what to get her but focus more of your attention and resorces into getting a functional set of balls.

Buy her a star (even though you really can't own a star, but lots of people don't know that)

you cant go wrong with jewelry. although it can be kind of cheesy and not original. you could go with one of those necklaces with a heart on it, and get it inscribed with your names or something. if you go with jewelry make it something personal, something that will mean something her and wont be just another earring or necklace.
