I have just moved all of my herbs in for the winter..and have them on a metal rack under a flourescent grow light.. You can buy these grow lights, the whole thing at walmart for 9.95 new..bulb included..now if you have tons of plants you can buy grow lights with multiple bulbs etc in them..depending on what you want to grow, and how much..the important thing like on herbs ..and small flowers is keep the bulb 4 to 5 inches from the top of them or they will grow to "leggy"...

Certainly. There are certain flourescent bulbs designed to give off light that is friendlier to plants. Plants do better with a day/night cycle, so you may want to run them on a timer.
