They are not doing a very good job at helping the homeless if the charge a fee. That fee could have been used as a payment for a room in a rooming house. As far as the second part of your question, Yes the can make a person leave the building in the morning. This would force them to go look for a job or seek social services help. They can't just sit in the shelter all day.

Never heard of homeless shelters charging the users. Ours have always charges the government, community, county or state. $300 a month in a homeless shelter? Hammering them hard for nothing more than a cot.

As far as kicking them out in the morning, pretty standard. They do it for cleaning mainly. But most find that if they hang around it encourages drinking, drugs and other activities. And some tink they can better occuppy time looking for some sort of work or collecting cans. In my area the two homeless shelters allow 10 days stay every 3 months. After that, it's back to the bushes and under railroad trestles.

isn't charging money defeating the purpose of a homeless shelter? they can charge money only if they have helped the person establish a good job and given them adequete amount of time to stablize themselves financially. as a former homeless person i can tell you it isn't always the case. i have been kicked out of homeless shelters along with others in the morning, it wasnt legal but they did, they also took our belogings and sold them, other times they just took money from us and still kicked us out for no reason.

Homeless people must be treated humanely and be provided with free accommodations when necessary.
