The National Electric Code says nothing about minimum height.

However the UBC 1101.3. states that you need to have the the bottom of the boxes at 15" above the floor.

So it depends on if your locale has adopted the 1997 UBC or later. Also if your house is going to be ADA compliant you need them at 15".

Standard code is 16" from floor to bottom of box. Switches are 48"

First of all, if you have to ask, you shouldn't be installing it.

Call an electrician, they will know the standards, plus you won't get hurt.
