If you have a solid coupling between a motor and a pump, the pump will turn all the time the motor turns.
If you have a magnetic clutch fitted between pump and motor, the pump will only turn when the clutch is engaged. In the case of AC this allows the pump to be turned on and off when required.

The clutch is part of the pulley that turns the compressor, It may not have been changed when they replaced the compressor. We usually double check the problem, that way we can tell if the clutch also needs changing. You may be able to negotiate a deal since the fine shop should have checked the clutch and pulley when they had the compressor off. Poor judgment on the mechanics part.

The clutch engages or disengages the compressor, which pumps the coolant, maintaining your adjusted temperature inside the vehicle. Works sort of like your house heater thermostat. A properly operating clutch will spin constantly with the fan belt, but the inner disk will disengage which stops the compressor when the temp reaches the set temperature. Hope this helps............
