I think so. I know a couple of people that can "feel" people staring at them... I personally get the shivers all the time... and that's a feeling that occurs without touch. Or like you can feel heat, feel cold without actually touching something hot or cold. Also things like goosebumps or that tingly feeling when you see/hear/think about the person you like/love... lots of things cause the sensation of feeling without touch to provoke it.

A blind girl I've dated taught me this: Hold your fingertips very close to a person's skin - but don't actually touch. If you concentrate you will eventually start feeling the warmth emitted by that person's skin and you can feel a lot about that person's inner self in this way! It really works, but it takes a lot of practice!
