1993 Audi 90 Heater/AC/Defrost Blower?

I have a 1993 Audi 90s. The blower fan for the heater, defroster, AC, etc does not blow except when it's on high. I was told it is a resistor problem when I posted this question a few days ago. I have removed the glovebox and located the blower motor but where is the resistor?? Thanks for your help!

The resistor for that could be on the fuse panel on by the the driver's left foot.
Also it might be under the hood in a fuse box near the windshield.
