1. The framers wanted to have checks and balances so the Legislature was divided to Congress and Senate.

2. There was factionalism in the different states with various issues being carried and supported.

3. Constitutional convention and initiative by the people is the formal change of constitution while the informal method is a revolution to change the constitution.
