just pull over next to the hooker and honk your horn a few times. having an undamaged car usually helps, and no stars in your police alert thing. if the hooker doesnt get in your car just move your car a little bit and honk again till she does. then drive over to a place with no people, park and your car will shake haha but note you lose a little money after, you can just kill the hooker and get your money back though

If you have a lot of sex appeal, hookers will shout at you from the sidewalk. They'll go, "Hey baby, looking for a good time?" and stuff like that. To pick them up, press Right on the directional pad (In San Andreas, pressing Right means to say "yes" or reply positively to something. Pressing Left means "no" or to reply negatively)
You can check your sex appeal by pressing L1 while on foot. Hot cars, clothes, tattoos and haircuts all make your sex appeal go up.

well I never played san andreas but if its like any of the others you honk at them just hold the honk button they should get in then drive to a secluded place and have your way with them >.> If you want your money back from them kill em I hope I helped
