I personally would pick, well, both. Because chocolate is sweet and flowers are romantic (especially roses). But it all depends on who you're giving it to. A child or friend might like chocolate more but a boyfriend would like both.

not a fan of flowers, they die and you have nothing left
chocolate is delicious after it's all gone, you are left very satisfied
