Chlorine doesn't seem to be much of a factor in wearing down swimsuits. Use the ladder when getting in or out of pools so the suit doesn't rub against deck. If you have to sit down on pool deck (put on fins, dry off, etc.) then make sure you sit on a kickboard or towel or something. Also, only wear your racing suit while practicing or racing. While playing around, wear another suit.
To answer your second question, wearing two suits will not prevent wear and tear, but it will increase drag. Training will be harder that way, so if you want to make your workout a little harder, wear two suits.
P.S. You could also buy a more tough suit, like a Speedo Endurance. It costs not much more than other suits, and lasts a long time. I have had mine for three years and it shows no signs of wear and tear.

Step One-Rinse out the swimsuit with cold water after taking it off. Even if you aren't going to wash it right away, this will help get out the chlorine, which can cause damage to the fabric and color if you have exposed the suit to a pool setting.
Step Two-Let the suit air dry to reduce the risk of mildew. Nobody wants fungus in their swimming attire!
Step Three-Place the swimsuit inside of your washer when you are ready to start the cleaning process and turn the temperature setting to cold, then add a gentle detergent soap.
Step Four-Wash the swimsuit by itself or only with other swimming apparel. Other types of clothing can cause damage to the swimsuit fabric, resulting in tears and snags.
Step Five-Squeeze out as much excess water as you can after the washer is done and lay the suit flat, or hang it up to dry.

The best way to keep a suit lasting as long as possible would be to either wash it with a mild shampoo or dish soap. DO NOT wash swimwear in the washing machine. If you wash it in the washing machine, the colors will fade and the suit will not last as long. As for the 2 suits, I would recomend picking up a DRAG SUIT from any local swim store. The drag from the suit will make you swim slower in practice so that when you come to a meet, you will go faster. If you can't pick up a drag suit, stick with the 2 suits. It'll work.

Either machine or hand wash. If you machine wash do so on the gentle cycle and DO NOT put it in the dryer. This will wear out the fabric faster than the chlorine. The chlorine in the pool is diluted so it won't harm the suit.

do not
wash it in the
washing machine!
that is the worst for it major
damage get a speedo edurance
suit more expensive but they last forever
totally worth it. and then make sure you don't
let it sit wet hang it up to dry but if you get a speedo
edurance make sure you try it on a get about two sizes
bigger if you're a girl i don't know about sizes fer guys and if
you get a normal suit they make swim suit cleaner for you to hand
wash in the
showers with you
and make sure to hang dry
two suits is for resitance i just do that
because if one is see through just put one on
top then it's not so i guess it would last longer but
you go to have various suits.

don't wash it, chlorine does that for you, and don't machine dry it either, just let it hang up to sry. The reason people wear two suits to practice is for resistance training (drag) so you build up muscle. Hope I helped!

Depending on how often you wear it, it'll fade out sooner or later!
Buy Polyester suits. They are more expensive but lasts way longer!
