They can be freshwater, saltwater, or brackish, depending on the species. The dwarf puffers seen for sale are freshwater, figure 8 puffers are brackish, and porcupine puffers are saltwater. Some, like the green spotted puffer, need brackish when young, but saltwater as adults.
So it depends on the puffer you have in mind.

Well, everyone got here first. But there is many fish that do this. Certain Catfish can actually survive in brackish pretty well, one of my friends has a honey hole for white cats only like a mile from the ocean. We go often. Nothing big comes from here though just little ones, only caught one big one over 2 lbs. I mean its technically more fresh than salt but whatever, close enough. Fun fact cause your a catfisherman-EVERY SINGLE EEL you have ever caught was once in North carolina in the ocean. Then made a incredible journey to end up somewhere in a pond,river or lake. That means any eel you caught could be brother or sister or even future mate of the eels I have caught. Eels are incredible species many people overlook. They can travel underground,overland, or anywhere else. They can land pretty much anywhere and survive. My neighbor has a ditch in her yard that she finds eels in sometimes. Its connected to a river sorta so thats why. But these eels cross a road to get to it. Thats why I shared this just so someone else can share my love for these slimy creatures.

Both. I saw a "Figure Eight Puffer" netted in the Amazon 1500 kilometers from the nearest saltwater.

Actually they are brackish. Its only another name for a bit of salt in the water or the PH level is on the higher side of the scale.
