Scrape it off. Chefs actually use plastic wrap to cook certain dishes to keep in moisture and it will burn and melt on the handles of the pan, but not melt into the food (You have to cover the plastic wrap with foil). Once it cools and hardens it will just chip right off.

Try placing the glassware in your freezer for about a half hour, then remove and carefully use a sharp knife to scrape the plastic away.

Try taking off the burnt area with a new razor blade. Be careful so you don't cut yourself. Then after this is removed, wash as usual. Hope this helps.

Try some "Goo-Gone" it is pretty good at getting stuck stuff off.
