The answer would be when there is no frost. Tomatoes, peppers, egg plant and so on can be set back if too cold for them If they are displayed outsidit is about the middle of May and covered at night. This is you live in the Northern States, If yall are from the South you can check to see last date for frost

After the last frost..however..I start seeds 1 to 2 months before spring inside in dixie cups with holes in the bottom..I have a simple grow light, available at walmart for 9.95..or can get a double bulbed one for about 15.00....the flourescent ones but out better growing rays then the halogen etc.. The important part is to keep the light only about 4 inches from the plants or they will grow"leggy" and fall over..the flourescent growing lights are not hot..and must stay real close..here is results on plants started indoors..
