In general- meaning, does not have to be a presidential candidate...
Just think of the dems and repubs you know in every day life...

John (The Breck Girl) Edwards probably has the best of any candidate. Dems probably have hairier armpits and legs (well not the men anyway) and there probably are a lot more bald and buzz-cut Republicans. I guess it's all a matter of preference and since most people have at least some control over their hair, I would think that they all think they have the best.

Rudy Giuliani does not have any hair, Fred Thompson has no hair.

Hillary, John Edwards and Barack Obama have a full head of hair.
