I own a Halo 3 web site. I was wondering where I could go to find people who have knowledge of sites and would be willing to team up with me to run the site. The current site that I have made is http://halo3networkz.com

Also, what kind of things should I add/change to the site?

It looks really good.
As to finding people to help, I would check the other halo forums. In fact, do you REALLY feel there is a need for yet another forum? And yet another tutorial collection?

Im not knocking those. But your site will be "bigger" faster if instead of starting from scratch you let those links go to a site that already has all that. Link to an active forum. Then gradually build up your own. And while you are using someone elses forum you can ask if anyone wants to help you build your site. You might also find people there who have done a tutorial and are asking "can someone host it on the net"

You might also add a merchandise link. Link to places that sell Halo3 stuff. Some will be free links just to make your site better but you can also find some that offer commission. Go to amazon.com and search for halo3. ALL of those can be offered on commission (you get a few pennies for each person going there). Go to CafePress.com and search for halo. ALL of those can be offered for commission.

Better yet, if you can come up with your own designs, you can get a free shop at CafePress and offer your designs for a full profit (whatever you set)

There are tons of commission sites. They know that a site with a specific topic (like Halo3) will draw people they cant reach. You can pick the best, review it on your site, link to it with your commission code.
