How do I send something first class and with delivery confirmation? Say I am sending a letter to someone, what steps do I need to take to ensure first class and delivery confirmation?

Go to the post office and fill out the card for delivery confirmation. I'm pretty sure that's only available for mail of higher classes than first class though, like certified mail. It costs around $6.

Delivery Confirmation service is only available on parcels, whether first class, priority, media mail or parcel post. If you want confirmation of delivery on a first class letter, you have to send it Certified Mail.
