If it`s an alloy wheel the oxidation between the alloy and steel is making it sieze on. Use a piece of wood on the rim and give it a smack with a sledge hammer, prefferably from the back. Just about the only way to get it off

Sure !Your hub is stuck to the inner part of the rim.You must have a jack stand under the car for this next task.Lay under the car and kick the livin crap out of it and turn the rim 1/4 to 1/2 turn each time. When it is removed use a rock or sand paper on the little hole in the middle.Have fun

Yeah, the wheel is stuck on the hub. Happens all the time.

You need a bigger hammer.

Put the car up on sturdy jackstands, get underneath it with a big sledge and give the backside of the tire a whack. It will come off.

jack it up and put jack stands under it, some means of holding it up other than the jack!!!!!!! you need to crawl behind the wheel and hit it the back side of the rim with something that will not damage the rim, piece of wood/ a short piece of 2x4 works wonders, be safe safety glasses and stands! be careful
good luck
