All Americans can practically speak English but many cannot spell correctly the words that they speak.

I think that is tough to answer period. In some areas it is worse than others and often the records are not correct. It would need to be more like a census poll. And with the rate of illegal immigrants, how could we possibly tell. I know that this does not answer your question, but I am concerned by this also.

If you use this forum (Yahoo Answers) as a way of measuring, I would say it is dropping as I type. It is sad to see how many people cannot spell or punctuate properly.
