The 2006 Carolina Hurricanes have been voted the most unlikely/mediocre Stanley Cup winners by a wide margin, well ahead of the 1993 Montreal Canadiens
The Sporting News had
2006 Carolina Hurricanes 47%
1993 Montreal Canadiens 13%
2004 Tampa Bay Lightning 6%
1990 Edmonton Oilers 5 %
1999 Dallas Stars 5%
1967 Toronto Maple Leafs 5%
1986 Montreal Canadiens 4%
1974 Philadelphia Flyers 4%
4 teams tied at 2%
3 teams toed at 1%
A similar survey done by the NHLPWA yielded the same top 2 teams in the same order
The Sporting News used the term 'unlikely'
The NHLPWA used the term 'mediocre'
I have to agree with their top two choices however.

This is one from the heart and not the statistics book.
For me it was the 1971 Canadiens Cup win because I was a Bruins fan and I fully expected that Boston would make it two Stanleys in a row that year (they won it in 70), what with all the goal and point scoring binges the team went on that year. But no. College Boy Ken Dryden came out of nowhere to help the Habs knock off the favoured Bruins. Boston came back to win it again in 72, but that playoff upset — which prevented Boston from a threepeat — sticks out like a missing front tooth in my memory.

I only go back 30 years, but my pick would have to be the 1986 Montreal Canadiens. In fact, both finalists were a surprise that year.
In fairness, the playoffs became wide open after some early upsets and the Oilers getting eliminated on Smith's own-goal.
The 1995 Devils were somewhat of a surprise as well. That was the lockout season, but Detroit had looked unbeatable all year, thereby making NJ's sweep that much more shocking.

1937-38 Blackhawks. Finished the season 15 - 24 and still won the cup! How much more unlikely can it be than that?
