Congressional members can not be impeached directly by the citizens. If they have been convicted or indicted of a crime, leadership request they resign though. Otherwise they are there until the constituents of their districts or state (applies to the Senate) vote them out during the next election.

Members of the House and Senate cannot be impeached. They can only be removed from office by losing an election or by having the particular House of the Congress they sit in order their expulsion. The last member expelled from the House was Adam Clayton Powell of New York. He was expelled under House Resolution 278 in February of 1967.
