I think of it at something that is known to occur, but the reason why is not fully understood.
Tears fron something in your eye, like soap, are probably not a phenomenon, since the eye is trying to wash the irritant out. Tears because your girlfriend ran off with another guy might be a phenomenon, unless there is a scientific explaination of how/why it occurs.

a phenomenon is just something like a trend. Ex.
acronyms are a current phenomenon such as LOL. Now is crying a trend?
