Yes. You would also be better to throw away any seed that are more than one year old as they will have lost about 50 % of their germination rate therefore will just rot when sown and spread desease.

yes, they are dead if they are moldy and will not germinate. Composting them will be perfectly okay since mold are no enemy to the composting process.

Definitely - you probably don't want to try to compost them since they have mold on them.
