A thunderstorm cluster is capable and has produced multiple tornadoes (sometimes at the same time) but not at the same place.

I do not know how many can be produced at the same time. I have seen three tornadoes at the same time, each spaced about 2 to 4 miles apart but it was a very rare and unusual event.

Normally, it is one at a time.

It's extremely doubtful that you could have that many tornadoes at the same time and place, but I think you could close to it with waterspouts over the ocean. There were some photos taken of waterspouts off San Diego a few months ago and I believe there were at least 6 waterspouts and funnel clouds at one time.
