I have a sis in law with bipolar disorder. She is on meds now but she is still out there at times. She is up more than down, but she is very self centered and manipulative. She throws fits easily. But maybe this isn't from the disorder? Not sure.

That depends on who they are - bipolar disorder is treatable. My mother was bipolar, and until she received the correct diagnosis and treatment she was like a 2-year old child and I actually wished that she would either get better... or die... it was THAT bad. After proper treatment it was like night and day - an enormous improvement.
