There ar many methods for measuring the wind speed.The cup anemometer is one of the most widely used instruments for measuring the wind velocity.In this instrument,hemispherical cups are attached to the ends of horizontal arms which extend outwards radially from a vertical shaft.The cups rotate according to the wind velocity and the number of rotations during a particular period is converted into speed(mechanically or electrically).
A second method of measuring the wind velocity(which is rarely used now) makes use of the increased air pressure in a tube when a wind blows into the open end of the tube, and decreased pressure when a wind blows across the mouth.This is called Dine's pressure tube anemometer.

You need a wind tunnel through which the flow rate of air is precisely measured by some kind of flow metering device or system, which therefore gives the exact wind speed through the tunnel of known diameter.
