My friend is going to help me tow my car to the shop for some transmission work. Its a 67 Chevy Chevelle with a 4 spd. transmission. We are going to use a dolly and tow it with his pickup.

Should the front tires or rear tires go on the dolly? I just checked and the steering wheel DOES NOT seem to lock when the key is out of the ignition.

The shop is about 15 miles away, mostly on local roads, but a few miles on the highway.

Front tires on dolly. Use a bungee strap or something to secure the steering. Remove the drive shaft, to prevent any problems of transmission maybe slipping in to gear.
Be sure to take it easy on the way to the shop, you have a much better chance of avoiding trouble at 30 mph then you do at 60. My first choice would be to use a trailer, but the dolly should work if you don't get in a hurry.

Transmission on neutral,front tires on dolly.

You could disconnect the drive shaft from the rear axle this will stop the transmission from working the opposite way round.Tie up the shaft with rope to stop it dragging.
