Broadband modems generally do not contain any kind of firewall unless they specifically state they come with one on the box (such as a Netgear adsl modem firewall router).
These are not a replacement for having a working firewall on your computer.
Generally a firewall that is contained inside an appliance are configured once and left alone.. whereas the software firewalls that are installed on a desktop are generally in what is called "learning mode" so that they can be configured as you work and open new things.
So, either way, you should have one on your computer.

Many ISP supplied cable or DSL 'modems' are actually a NAT router. A NAT router acts as an excellent firewall.
If it should happen to be a Verizon supplied Westell, then it is definitely has firewall.

Did it come from your service provider or did you buy it? If it came from your service provider, you'll need to check with them. Or get the manufacturer's make and model off of it and check their website.
If you bought it yourself, from say Staples or Best Buy (US), then it almost certainly does.
