WOW.
Well lets see.....
1) almost impossible to answer without knowing where you are. But generally, if you are in the US then the only fees would be for the shop or domain. The shop fee is usually monthly and depends on who you are working thru. The domain is usually yearly and the amount depends on who you are working thru. If you make less than $600/year then its not reportable income. And less than 2500/year is usually not going to hit you with taxes either though you do have to report it.

2) a website can be built for free. It can actually be built up quite large with addons from all over the net. Your own domain can help. That can be as cheap as $5/year or as expensive as several hundred a month depending on the addons in the package

3) there are good books out there. You can now find books on making a good website that dont try to teach you computer programming. Please odnt be offended but I really do recommend the "dummies" books as a good place to start.

Maybe "Building a Website for Dummies" or "E-Commerce for Dummies". They really are fun to read, and cover the subject well. By the end of the book you will have much better questions to ask.

It is important for a site to be dynamic and interactive. Dreamweaver is a good tool, Frontpage will get you by for building a basic static web page.

To build anything more sophisticated, you should look into php and mysql. There are bunches of open source and reasonably priced commercial applications that do about anything you can think of from an online store (oscommerce and others) to a forum (phpBB) to classified ads and directories and even your own search engine.

I like the site: hotscripts.com - browse around the php listings on that site to get an idea of what is available.

If you decide to go this route, in spite of what the descriptions and adverts say about the various scripts, you will need to learn enough php and mysql to tweak the code to make it do exactly what you want.

Also, you will need a webhost service that includes php and mysql database support.

From your questions, it seems that you need to do a lot more research before starting your business. Most businesses fail within the first few months for failure to create a sound plan. Expect to have losses for up to two years before your business turns profitable. For basic help, find one of those yellow IDG Books in the Dummy's Series.
