The parents were probably Bb and Bb. It is necessary that both have a recessive b allele, because they produced white offspring. If you draw a Punnett Square for Bb and Bb parents, the ratio of B:b is 3:1. The ratio of black to white offspring is 29:9, which is close to 3:1, so Bb and Bb are likely genotypes of the parents.

The answer above is correct, however this is NOTa blood type problem ,which involves multiple alleles and co-dominance.
