Although there is no legal requirement, in the UK broadband is generally considered anything above 250 kb/s (Kilobits per second), so any ISP that can offer that speed can advertise as offering a broadband service.
You'll find that most ISPs will offer a service of "up to x Mb/s". This means that they get away with offering a service which often does not meet what the limit says it will.

I have virgin media and an up to of 4mb. I did a test a number of times at variouse times of day an seem to get a good result. had a download speed of 3956 down speed an 369 up speed this test was done 17.12 pm today. so may be they are more truthful than other providers.

The providers only state 'Up to xMb' so they can get away with it. I am on BT Broadband 8Mb. I actuall get between 3.8 - 4.7 depending on how much traffic is competing.

Broadband generally is anything above 500mb - I dont know if there is a legal minimum.
Check your contract if you are having problems as they may not actually be any regualations.

If you mean the upto phrase in the uk right now there is no ties unless you ask for guarantees in writing prior to accepting the service but make sure you have it in writing and the persons name also

This is an average reading..I quite often will get 17.5MB on the download..:)

It depends on the area u live in. some are fast others are slow due to distance and torain... london is good fast.. out in the country the tranmitters are a bit slow you may get 2meg. as in london up to 8meg. u can phone your prividre and aske them to do a line check. i got Bt to do mine and it was 6meg, and live in london.
